Sally specialises in tax litigation and dispute resolution, with particular expertise in managing complex disputes with HM Revenue & Customs (HMRC).

She brings nearly 30 years of expertise in both indirect and direct tax matters, representing clients before First-tier and Upper-tier Tribunals.

Having qualified with a top 10 City firm before joining HMRC’s legal team, Sally brings unique insight from both sides of tax litigation.

She takes a strategic approach to dispute resolution, combining technical expertise with practical solutions to achieve optimal outcomes for clients.

Her work encompasses judicial review proceedings, Alternative Dispute Resolution, and representing clients in matters involving the Financial Conduct Authority (FCA) and National Crime Agency (NCA).

Sally joined Morr & Co in 2015, bringing her extensive public sector experience to benefit private clients.

She regularly shares her expertise through professional training sessions and has contributed to several leading publications on tax litigation strategy.

Acting in landmark House of Lords litigation (Michael Fleming t/a Bodycraft and Conde Nast Publications) which successfully challenged HMRC’s three-year cap on tax claims, securing significant rights for taxpayers regarding pre-implementation periods

High-value goods detention resolution

Successfully representing Millennium Cash & Carry Ltd in a £2 million goods detention case against HMRC, securing the return of detained stock through strategic judicial review proceedings

Precedent-setting property freezing order

Securing a precedent-setting Court of Appeal victory in NCA v Azam regarding the rights of individuals subject to property freezing orders under the Proceeds of Crime Act 2002, particularly concerning access to legal expenses
